Exceptional assistance from the CNAP

The National Center for Plastic Arts grants one-off flat-rate assistance of € 1,000. This is awarded on file to artists residing in France who encounter temporary financial and social difficulties that no longer allow them to exercise their artistic activity in a professional and constant manner. "National Solidarity Fund: aid up to € 10,000 for October and November 2020"

Because of the second lockdown, the National Solidarity Fund is evolving and allows artist-authors to file a request for assistance for loss of turnover of up to € 10,000 per month for October and November.

 

For artist-authors declaring their income in Salaries and Wages, complete the following form: https://formulaires.impots.gouv.fr/formulaire/

For artist-authors declaring their income in Non-commercial profits: requests for assistance must be complete on https://www.impots.gouv.fr/portail/ , section Special area.

 

For aid paid for the month of September, from October 8:

If you suffered a loss of turnover of more than 50% in September 2020 compared to September 2019, or you were the subject of a ban on admission to the public during this period, you can make a request from this fund.

The aid request must be made electronically by November 30 at the latest.

This aid of up to € 1,500 is intended for micro-entrepreneurs, self-employed, micro-entrepreneurs, artist-authors and liberal professions who have 10 employees at most.

 

The October aid request form will be online on November 20.

 

Conditions of eligibility:

- Justify a loss of turnover of at least 50% AND justify an "Activity relating to graphic and plastic arts" (APE code 90.03 A)

In the event that assistance is refused on the grounds that your APE code declared to INSEE does not correspond to this professional category, you can appeal by sending a copy of your registration certificate to Urssaf Limousin via your personal messaging service on the Taxation site.

- Have less than 50 employees

- Have started their activity before September 30, 2020

Modulation of URSSAF social contributions

Management of the 4th quarter deadline for artist-authors:

The "Artist-Authors News" section of the site http://www.artistes-auteurs.urssaf.fr/has just been updated.

The 4th quarter deadline, due on November 30, will be postponed to a later date, without penalty or delay increase.

Consequently, no direct debit will be made on November 30. The Artist Authors do not have to do anything.

However, if they wish to pay all or part of their contributions, we invite you to do so:

By activating the electronic payment again (button "pay now") in your personal space and this as from December 1st: in fact, you will have, after November 30th, to reformulate your request for payment. The direct debit will then take place the day after the re-activation of your electronic payment;

   - By credit card by logging into your online space; you can make partial payments;

   - By transfer to the Limousin Urssaf.

   - By check: payable to Urssaf Limousin (artists-authors department - TSA 70 009 93517 Montreuil cédex) specifying, on the back of the check, your account number (748… ..) as well as the relevant deadline ( 4th quarter)

Note that only electronic payments will be automatically neutralized.

Thus, if you usually pay your contributions by any other means (bank card, transfer or check) these payment methods will be taken into account, including if you send your payments before the date of December 1.

Reduction of social contributions and contributions for artist-authors affected by the health crisis

Artist-authors whose artistic income in 2019 is greater than or equal to € 3,000 benefit from a reduction in social security contributions and contributions for which they are liable for the year 2020.

The amount of the reduction differs depending on the artistic income brackets declared for 2019:

• € 500 for a 2019 artistic income of between € 3,000 and 800 times the hourly minimum wage;

• € 1,000 for a 2019 artistic income of between 800 and 2,000 times the hourly minimum wage;

• € 2,000 for a 2019 artistic income greater than 2,000 times the hourly minimum wage.

 

For artist-authors starting their activity in 2020, the amount taken into account to determine the lump sum is the artistic income for the year 2020, once the latter is definitively known.

 

For artist-authors who declare their artistic income in BNC, this reduction is applicable to the installments of contributions and social security contributions calculated for the year 2020 due to Urssaf.

The final adjustment of these down payments will take this reduction into account within the limit of social security contributions and contributions due for the year 2020.

 

For artist-authors who declare their copyright withheld in Salaries and Wages, the amount corresponding to this reduction will be paid by Urssaf when the income for 2020 is known.

IRCEC: payment facilities and financial assistance

The deadline for payment of the RAAP contribution due for the year 2020 is postponed to December 31, 2021 instead of December 31, 2020;

Any forced recovery of contributions from artist-authors for previous years until December 31, 2020 is suspended.

Amicable collection resumes from September 2020 with the setting up of deadlines to allow artist-authors who wish to smooth their payments

As a reminder: Author artists who declare a social base below the membership threshold (€ 9,027) are automatically exempt from contributions. In case of deficit income, a social base equal to 0 should be indicated.

The authors only have until November 30 to express their contribution options or opt for the over-contribution device:

     - Express your contribution options (reduced rate to 4% if your social security base is less than 27,081 euros, voluntary contribution if you are below the threshold) until November 30, 2020. Beyond this date, your options cannot not be taken into account;

     - Improve your supplementary pension rights to the RAAP by opting for the additional contribution system until November 30, 2020. Beyond this date, your option cannot be taken into account.

In addition to the other support funds, from June 11, 2020 until December 31, 2020, IRCEC will open an initial envelope of one million to "help members pay their contributions to IRCEC pension plans ( and the validation of pension rights) or to provide for the needs of daily life, especially for those who have already paid the contributions for the year. Taxation: adaptation of the withholding tax rate

All taxpayers can, at the individual level, modify their rate of withholding tax and certain provisional down payments to take into account the drop in income that is expected for 2020 (be careful, during the online simulation, you must take take into account all sources of income and not just artistic income).

OTHER SUPPORT MEASURES

Rent exemption scheme for artist studios

Some social property owners allow the exemption of rents for artists' studios and housing workshops:

- The Régie Immobilière de la Ville de Paris (RIVP) is deploying a support plan for businesses, professional premises and association premises which have been strongly impacted by the economic situation following this health crisis. Since June 22, a rental exemption system has been available for 6 months if the artist is member of La Maison des Artistes:

- The exemption is total for a pure artist's studio

- The exemption is half for an artist's studio with a residential lease (50%), regardless of the surface area occupied for the artistic activity.

 

Please note: this plan has been put in place for tenants occupying a housing workshop during the 1st confinement, that is to say from March to June. The RIVP Board of Directors will meet in December to set the terms of such a device following the 2nd containment, which began in October.

 

 

- Paris Habitat examines rental exemption requests for simple artist workshops for a maximum period of 6 months. For housing workshops, tenants must send their request for exemption to their manager. This cannot exceed 3 months.

For any request for exemption, a certificate of affiliation to the social regime for artist-authors will be required.

The certificate is available via the private area messaging.

- Exceptional allowance to beneficiaries of RSA and APL:

RSA beneficiaries will receive exceptional aid of 150 euros, and 100 euros per child, by the end of November. Beneficiaries of APL aid will receive aid of € 100 only per child.

 

Art & Culture Mutual Assistance Center

The UFISC, Union Fédérale d'Intervention des Structures Culturelles, is setting up an Art & Culture Mutualized Assistance Center (CDAMAC) online to guide cultural stakeholders among the various support mechanisms for recovery after the Covid crisis -19.
